Yes, it's possible that he could have tried creating a SPC with a Dockerfile. (We were debating whether a SPC would work since the tool exposes new devices in /dev.)
However, I would argue that is a heavy-weight process. Maybe we need an easy way for admins to onboard these sorts of CLI tools?
