There is now `ostree admin unlock` to answer this case. It
will allow you to install software using rpm, which gets
wiped out at reboot:

There is also package layering at the rpm-ostree level if
you want the tools to persist across upgrades, rebases,
etc... but it hasn't made a release yet.
