Anaconda isn't in the atomic tree. You use it to install from an iso
image, but once your system is up, and docker comes into play,
anaconda isn't around at all. If you deploy from one of the cloud
images, it never enters into the picture. I agree that a graphical
installer isn't always desirable, but if you need to install to bare
metal, you can use anaconda in text mode to avoid that.
