Hey,

I propose moving:
https://github.com/cgwalters/projectatomic-ci-infra
into our org, and renaming it to paci.  This follows on from the
move of PAPR (formerly redhat-ci) into the org.

The main content of this repository is currently *just* our instance of
Homu, but it's likely that we'll add other OpenShift/Kube-ized services.
