I think we need to look at the contents of /etc/sysconfig/docker-storage-setup.
What is in that file?
Did you just install the latest? Did you do any upgrades since then?
I just updated a node from 7.1711 to 7.1803 and I see an issue where
docker won't come up because of a similar problem (i.e. issue with
docker-storage-setup service), but I also see another problem.
