Thanks for the pointers. I can confirm that my issue is the same. I started by installing ISO Image 2018-Jan-09 and then upgraded.
From the discussions on these two threads it looks like there is nothing one can do to fix ti right now and that there is no harm in the service failing to start. Please correct me if I am wrong.
