[atomic] UID/GID discontinuity landed in Fedora 22 (development) - reinstall from TC4 or later

If you upgrade from https://dl.fedoraproject.org/pub/alt/stage/22_TC3/
to a later tree, many uids will change, and this will break e.g. ssh.

A script may be provided for upgrades for F21 -> F22 that will help
with this.

For Fedora 22 updates, please reinstall from media in the TC4 directory:

Installer: https://dl.fedoraproject.org/pub/alt/stage/22_TC4/Cloud_Atomic/x86_64/
Cloud images: https://dl.fedoraproject.org/pub/alt/stage/22_TC4/Cloud_Images/x86_64/Images/

or later.
