[atomic] Atomic host upgrade causes rpm-ostree error

After upgrading atomic host successfully and rebooting the host, I am not able to run rpm-ostree command.

Below is chain of command and error:
bash-4.2# atomic host upgrade
bash-4.2# systemctl reboot
bash-4.2# rpm-ostree pkg-add zsh git wget vim-enhanced
Checking out tree 5d8b88f... done
error: Could not find os-release in etc/ nor in usr/lib under source root '/proc/self/fd/23/tmp/rpmostree-commit-Z2OKVY’

Anyone experienced this?
