[atomic-devel] Updated etcd packaging

I've been looking at getting Kubernetes going on Atomic.  It currently
depends on etcd, so I picked up this bug:

If you want to try out updated packages:

(I presently don't have a good place to put a composed tree with these
packages unfortunately, but I've been testing on a mainline cloud image)

That copr also contains a Kubernetes package, but I've done no testing
of it yet, and haven't submitted it for review.
