 As I'd said on IRC, I understand the rationale ... I just worry about
the random fallout from not shipping a usable yum, but shipping a usable
rpm.
 Can we rename it, or move it somewhere? (/usr/bin/yum-ro)?
 Or just remove rpm too, and rely on rpm-ostree?
