With this revised patch it's no longer in the depchain.

Not having /usr/bin/rpm would feel fairly radical to me;
while yum has value even read-only operating on repositories,
downstreams should be able to run e.g. "rpm -qi" and such,
right?
My feeling is there's not a clear cut here - we're in
a transition period, and there's going to be some duplication
and confusion regardless of how it's done. The question
is how to minimize it =)
