I assume you're talking about cloud images here. The cloud images
use cloud-init user-data (provided by you) to set a password
or an SSH key for the 'fedora' user.
If you don't want to deal with cloud init you can install from an
ISO image [1], which allows you to set your own password during install,
or use the vagrant boxes [2] and let vagrant handle the login for you.
