[atomic-devel] rpm-ostree v2016.8

Hi,

I don't announce every release of rpm-ostree, but this one is notable
because the package layering is now marked as stable, and is now
known as `rpm-ostree install` or `atomic host install`.  A bit
more info in the tag:
