Bug trackers are awful for this kind of thing -- there's always a
conflict between the needs of people trying to get status / big picture
infomation out of it and what's useful to people actually working on
it. 

Do you think the issue tracker within Github is going to have that same level of conflict as a bug tracker?  Or will having a separate non-code base related repo provide enough separation between the two?
