Generally for "enhancements", socialize it here, or in one of the
SIGs/Working Groups that are doing the work in CentOS/Fedora.

File bugs where appropriate. e.g. if something is broken in CentOS
Atomic Host then file a bug in the CentOS bug tracker against the Atomic
product. If something is broken in Fedora, file a bug in bugzilla - just
as you would for any other Fedora product/spin.
